Bosnia and Herzegovina is a potential candidate for EU membership having its application submit- ted in February 2016. Regarding the availability of statistical data on digital performance and digital competitiveness in the context of DESI, Bosnia and Herzegovina is moderately prepared with data for 73% of DESI indicators being available and aligned to the DESI Methodology. 

While the country is still clearly unprepared for a full rollout of the technology, there are moves that show promise and hope. In late 2018, founders of Open Banking platform Finshark Adnan Šporo and Alen Hasičević founded HiQ Development, in their home country of Bosnia and Herzegovina.
